cant 24c02 eeprom be read or write with carprog?i have tried it several times no way.good friend please help

All used chips have a heavy film of FLUX on them and there is no way to make good contacts. You MUST use a cleaning spray like FLUX-OFF or similar and after a good cleaning use some contact spray also.
Then it should work. It works this way for me all the time even on board without desoldering...

I may have found your solution. On the 24C that I read, the external power supply needs to be attached. Did you try that?
