Sometimes you would need to remove it for a correct read. I will assume you are asking about the 95c320 but no description of what type of device you are trying to read.

I don't understand what you're asking. The gateway is a micro-controller. What are you reading and posting information like:

You may need to remove the eeprom to read it correctly.

You also need to post the Make, Model and Year. I have no idea what you're working on.
Most of the time, the VIN and Immobilizer identification is read in the instrument cluster and engine computer.
If this is a Touareg or A8 , it is in the Kessy and engine computer.
