Sometimes you would need to remove it for a correct read. I will assume you are asking about the 95c320 but no description of what type of device you are trying to read.

You may need to remove the eeprom to read it correctly.

You also need to post the Make, Model and Year. I have no idea what you're working on.
Most of the time, the VIN and Immobilizer identification is read in the instrument cluster and engine computer.
If this is a Touareg or A8 , it is in the Kessy and engine computer.
